Mission

To promote dignity, respect, and independence for older adults and their families through advocacy, education, and compassionate support. We empower every person in Pima County to age well, be connected, informed, and valued as a vital part of our community.

Vision 

A community where every person can age with purpose, security, and belonging. We envision a future in which older adults are celebrated for their wisdom, supported in their independence, and surrounded by systems and relationships that honor their humanity throughout life’s journey. 

Values

Who We Are
At Pima Council on Aging (PCOA), our values guide how we serve, how we partner, and how we treat people. They are grounded in the lived experiences of older adults and shaped by the voices of our staff, volunteers, and community. 

These values are not slogans. They reflect how we work and what people can expect when they engage with us

Dignity and Respect
Aging with dignity is a human right. We honor the independence, choices, boundaries, and lived experience of every person. We listen first, speak honestly, and treat people as capable and whole, never as problems to be managed. 

Compassion and Empathy
We meet people where they are. Aging, caregiving, and navigating systems can be complex and emotional. We lead with humanity, patience, and care, so people feel heard, understood, and respected.

Honesty, Transparency, and Trust
We communicate openly and clearly. We are upfront about what we can and cannot do, and we follow through on our commitments. Trust is built through honesty, integrity, and consistency.

Equity and Advocacy
People experience aging differently depending on income, race, disability, language, geography, and access to resources. We work to reduce barriers, advocate alongside individuals and communities, and advance fairness in the systems that affect older adults

Connection, Belonging, and Partnership 
No one should feel invisible or alone. We build connection and belonging by working in partnership with older adults, caregivers, community organizations, and public systems. Collaboration and shared leadership strengthen our impact.

Reliability and Accountability
We do what we say we will do. We act with purpose and responsibility, knowing that trust is built through consistent, reliable action.

Learning, Adaptability, and Innovation
As our community and systems change, we stay flexible and open to learning. We challenge outdated approaches, listen to lived experience, and adapt our work to meet evolving needs.

How We Want People to Feel
After any interaction with PCOA, even a single one, we want people to feel seen, respected, heard, valued, and not alone. These feelings are how we know our values are truly present in our work.
